Try the following BAPI/Fun Modules:

BAPI_MPID_CREATE

BAPI_MP_DATED_CREATE

Both the above BAPIs does not exist.

Is anyother BAPI available?????

Use SAP rfc <b>MEASUREM_DOCUM_RFC_SINGLE_001</b> to create measurement documents
