I have an outbound delviery that will not generate SPED and automatically create an inbound. how do i manually retrigger it?

I am trying to export a file from a MB51 view and both the detailaed list button and the export button are both greyed out. The menu pathway for export is also greyed out. Is this possibly a company retrcition of file exportation?
