BAPI_FUNCLOC_create Start-up-date is not getting updated

I'm creating functional location through BAPI- BAPI_FUNCLOC_CREATE. But the START-UP-DATE field is not getting updated. Do any have solution for this?
To update shipping type and special processing indicator through a bapi or FM?

I need to update two fields LIKP-VSART and LIKP-SDABW through a DELIVERY change bapi or FM, I have checked various bapi's but couldn't find it. Could anyone can help on it?
