I was able to modify the geocode during BP creation but not when changing the BP

Does anyone know why SAP MDG provide 2 different business activities to block(CUP5) and flag for deletion(CUP6)?I don't understand the rationale for doing so. Why cant we flag for deletion and block at the same time like how it can be done in SAP ECC...
