I guess I would have used a CREMAS idoc. Either in an LSMW (idoc option) or directly via a program to generate the idoc.
Other option would be an LSMW recording using the RFBIKR (but not available on S/4)

Maybe there is a filter in the distribution model BD64, in that case the system won't send all the plants.
Another possibility is that you are using the change pointers, and with change pointers the system will send only relevant segments ...
