When using DA on the server or workstation? If DA works from workstation then it's an application config / connection issue. If DA directly on the ADS server works then are you in non-ADS mode and bypassing ADS ?

Could be permissions - double check the local system group has full access to the share on the server that hosts the database otherwise the ADS service won't have access.
