It looks like this is a setting for desktop, but not a setting in the tablet browser app. The tablet is missing a handful of options that are available on desktop, and this is one. I am using an unmanaged tablet right now, so this does not have to do...

Also, just for clarification, when I say "open in a new window", I mean that LMS prompts me to download. Once I download, I open it and it opens in a new browser tab/window. It still does not natively display in LMS even in the new tab/window.
