Setting different Budget rules

Hi Everyone,

is it possible to set different budget rules? There are two budgets used for different components. The first budget should not be exceeded (disallow), but in case of the second one planners should only get a warning.

It is not possible from the UI and we don't think it is possible from XML either but I will test now and let you know.

We can only have budget rules that apply to all budgets within each tab used in the template (salary or stock or varpay)
