Could you help me, please,

in case customer wants to configure the Web assistant custom content scenario, but there isn't connection to the Web Assistant Framework hosted by SAP due to the security aspects.

Is there a way to configure Web assistant in this case?

You cannot run SAP Companion without the Framework. However, you can install the Framework locally, as explained here:
