saprouter not started

Hello All

I hope someone can help me figure out what is wrong with my configuration.

We have installed a saprouter via VPN. But when starting saprouter ./saprouter -r this error message appears:

CONNECT ERR S10/21 NIEROUT_PERM_DENIED on 'SAProuter 40.4 on 'spswd1099''

We can ping SAPSERV1.

telnet command result:

SAProuter 40.4 on 'spwdfvml1099'*ERR*Connection closed by foreign host.
