I am wondering if SAP provide functionality such that the delegate can perform tasks on behalf of the Manager using their own personal account and not the Manager’s personal account?

For which SAP solution would you like to get this delegate function in detail? You currently have assigned the tag "DevOps", which is quite generic and does not fit from my point of view to get attention from the right experts. So, if you could exchange "DevOps" with the tag of the solution where you are lacking the delegate functionality, this should help to get your question clarified.
