What GL Accounts are in FI Module - Cost Elements are in CO Module. Cost Elements are broadly of two categories Primary Cost Elements and Secondary Cost Elements. Primary Costs are nothing but GL Accounts. Secondary Cost Elements are used only in CO module.

Cost Element Accounting is base for Cost Center Accounting / Internal Orders / Product Costing / CO-PA - Account based.

In Cost Elements both Plan data and actuals can be captured.
