Hi
SAP maintains a support portal.
OSS messages are raised by the SAP users having S - User id.
Steps to register a OSS message:
Login to Service.sap.com
Select "SAP Support Portal"
User your S-user id to logon to the service portal.
In the Portal select "Problem Solving" from the menu to register your issue.
If you want to search for SAP notes, goto option "SAP Notes".
If you want to register your issue, goto Customer Messages.
In the "SAP Message Wizard", choose your SAP system in which you had encountered the problem.
Then, follow the steps in the wizard to register your problem.
Once you have registered you message, goto "SAP Service Channel - my Inbox" at the top left corner of the screen.
You can see your message in the sent items.
Once the SAP takes the issue, their reply will come to your inbox in "SAP Service Channel - my Inbox".
Further, you can continue the tread by replying to SAP's query on the issue.

OSS notes are SAP provided resolutions for gaps in sap programs or transactions.
They are available in http://service.sap.com/
If you have a problem in som standard sap program and it has no OSS notes available for it, then you can create a OSS message for your problem. sap wil revert to your probelm with a note number.
