Not really an ABAP question but sets can be used in ABAP code and in pseudo-code such as validation/substitution logic. A simple explanation is that sets are a method of grouping financial obects such as cost centers so that they can be used in FICO reporting, planning, etc. You'll find more information in the application help files associated with transactions GS01 - GS03.
