You can also create a splitter container, dock at top and create any kind of html viewer in it to display as you prefer. Just little HTML knowledge required.
The reason SAP standard does not provide the like is that they want to keep a unified layout.
As Thomas said, it's not possible. In your "simulated screen capture", above the application toolbar (it contains the buttons execute + info), you have 2 titles, but only the title bar area is available in the SAP GUI. I think the most probable is that the person who asked you to develop that selection screen has made an error. Note: I tried to use the GOS toolbox container which is located in the left of the title bar, by inserting an HTML control with 2 lines (small title + even smaller subtitle, as the height of the title bar can't be changed), and that gives something very ugly 😄
