Does anyone know which transaction is used to assign a storage location to a particular material and plant?

Yes, you can extend to storage locations via MM01. If your system is config for it, the storage location will be extended automatically when material is move to this storage location via a material movement.
You can also extend via MM17

<b>Storage-Location-Specific Data</b>
A material can be stored at several storage locations. To store data specific to each storage location, you must create the relevant material master record (or extend an existing material master record) for each storage location.
<b>Activities</b>
If the material master record already exists, it can be extended to include storage-location-specific data in one of the following ways:
Automatically
The material master record is automatically extended the first time a goods receipt is posted for the material. All data specific to the storage location is updated in the material master record. The system can be configured in this way in Customizing for Inventory Management in Create Storage Location Automatically.
Manually
You enter the storage locations for a material master record collectively. This is much less time-consuming than entering the data for each storage location individually.

Actually, I am having a problem of assigning a storage location in mm01....the material type is packaged goods....
any ideas?

Sorry...the material type is product number....
when its a finished material i am able to extend to a storage location but not when its a product number

Hi vamsee,
When you enter into MM01 transaction,
Give MAterial,Industry sector and Material type and press ENTER.
In the coming screen when select the tab MRP1 the pop up will come with PLANT and STORAGE LOCATION. There you can give storage location for the specified material.

I think this would be the solution you are looking for,
<b>In Transaction MMSC enter Material and Plant and click List extendable slocs only.
Then enter sloc and save.</b>
