Standard Sapscript not available in Development client after Language update

Hello,

Standard Sapscripts are not available in Development client (E.g. 311) after the language update.

Standard scripts are available only in standard client 000.

Now I need all standard forms to be in Development client 311.

Run the client copy report RSTXFCPY to copy from 000 to 311.

If we run this above report it moves the forms from 000 to 311. This is not captured in a transport, so I have to run this report in all systems and in all clients (Quality, Pre-production, production).

Is there any kind of post activity which is missed after the language update?

Is there any other simple way to move standard forms from Standard client 000 to development client in all the systems and in all the clients.
