Is it possible to run SM01 in background by calling the program or is there a program out there that performs the SM01 functionality (block/unblock tcodes) and can run in the background?

Have a look at reports RPRTLOCK & RPRTULOC which build a BDC to do this lock / unlock... you could mimic this in your own code.
