what is 100 , 110, 120 configuration test system in SAP testing before making it Live configuration? what does that number mean?

My initial response(guess) would be clients('mandants')/tenants? But it could be also release numbering and anything. More detail is needed

I mean why does development team configures/make changes in client 100 . Can the number be something else like 200 or 400 or even something else? who allots the client 100 in development server to development team?

The customer designs their landscape and builds the clients to suit their needs.

Client 100 seems to be a bit of a historical master configuration client/build that a lot of customers adopts. It could be 200 or 400 if the Basis team sets the client that way. transaction SCC4 client settings controls this.
