Hi Nutan!!
Transaction SE80 is the answer for creating repositort objects.
How to create!!
There are two small drop downs in the starting page of se80.
Ex...if we want to create a package:
Select package from the first drop down.
in second drop down give package name n say create.
When the package gets created ,right click on same nad u can create all the objects that are highlighted.
This way the procedure goes on.
If u hav any doubts ,u can let me know.
Reward if useful.
Also for program/reports u can use SE38
For unction Module SE37

we want to apply a note and it gives error
**********************************************************
Object REPS Z_DELETE_ESKL_WRONG does not yet exist; create this object
Message no. SCWN 317
Diagnosis
The SAP Note that you want to install contains changes to an object that does not exist in your system yet.
SAP Notes usually only describe changes to objects that already exist. This means that the system cannot yet automatically create new objects for an SAP Note installation.
Procedure
1. Terminate the SAP Note installation.
2. Create an empty object REPS Z_DELETE_ESKL_WRONG using the object editor.
3. Restart the SAP Note installation

Hi,
the objects created via abap work bench (in r/3 database) are called repository objects.
Ex: programs, authorization objects, lock objects, Customizing objects, and so on.
i.e these objects are global in nature.
we will create these objects using Object navigator (transaction se80).

Raj.
