there are many FM's related to Transaction screen variants..

Please check under SE37 ---> search by RS_VARIANT*

check if any fits your requirement

Nope.... This is client independent. The transaction variant will be available in all clients of same instance but to have it in different instance (may be test or QA) You have to transport.
