Programmatically creating a material cost estimate with quanity structure

Is anyone aware of a BAPI, functional module, method, etc, which can create a material cost estimate? We are attempting to create a material cost estimate with quantity structure programmatically. Currently, weu2019ve only been able to create the cost estimate using a CALL TRANSACTION to CK11N. We are hoping someone was aware of another method.

According to note 314528, there is no BAPI. They recommend batch input on CK11 instead.
