I use the BAPI_SCHEDULE_MAINTAIN to create some shedule lines for a Scheduling agreement 。

show me 'Purchasing document has release indicator R (changes not possible)'

But I use ME38 to create some shedule lines.It's OK。

And when I use me35l to cancel this scheduling agreement 。 The BAPI can work。
