If you want to send to external addresses, and you want to get the email address from the user master record, you can use this example.

report zrich_0001.

data: maildata type sodocchgi1.
data: mailtxt type table of solisti1 with header line.
data: mailrec type table of somlrec90 with header line.

start-of-selection.

  clear:    maildata, mailtxt,  mailrec.
  refresh:  mailtxt, mailrec.

  maildata-obj_name = 'TEST'.
  maildata-obj_descr = 'Test'.
  maildata-obj_langu = sy-langu.

  mailtxt-line = 'This is a test'.
  append mailtxt.

* Email address from user master record
  select single adr6~smtp_addr into mailrec-receiver
          from usr21
              inner join adcp
                 on  usr21~addrnumber = adcp~addrnumber
                and usr21~persnumber = adcp~persnumber
              inner join adr6
                 on  adcp~addrnumber = adr6~addrnumber
                and  adcp~persnumber = adr6~persnumber
                         where usr21~bname = sy-uname.

  mailrec-rec_type  = 'U'.    " Set as external address
  append mailrec.

  call function 'SO_NEW_DOCUMENT_SEND_API1'
       exporting
            document_data              = maildata

            object_header              = mailtxt

In your RECEIVERS parameter, field REC_TYPE should be "U" for internet address and not "B" for SAP user.
