Problem during implementing SAP note manually

I am implementing a note manually, which have instruction like below

Release 701 Until SAPK-70101INSCMSNC

o Open BAdI /SCF/CSV_SETTINGS in SE18

- Add the following 2 methods to interface /SCF/IF_EX_CSV_SETTINGS:

CHANGE_INPUT_ENCODING

CHANGE_OUTPUT_ENCODING

But when I go till point I can able to add the method as it is grayed out

Is there any reason or different way of implementing the note manually?

To implement note manually you need to get the access key. Once you give the access key you can apply the note corrections.
