PM user exit for creating settlement rules

I am trying to use user exit IWO10027 for automatically creating a settlement rule when a user releases a PM order. I keep getting the error stating that the WBS number does not exist even though it exists when I assign the settlement rule manually. Has anyone seen this before and knows how to get it to work?
