One user cannot see all the user defined fields

All the UDFs are listed on her screen under Customization Tools. She is not blocked out of anything and has full authorization to view and do anything and everything. The issue is that the UDFs that are created on the item master are not all showing or even capable of being checkmarked as Visible and Active as only some of them are showing up for her. Further more, the UDFs that are showing up for her are blank, even though there is data in some of those fields and Everyone else can see the UDF data. What is happening that she cannot see the UDFs as intended??
