NETWEAVER 7.52 error Web Dynpro error

I have installed SAP NetWeaver Developer Trail Edition 7.52 on my laptop and for the most part has been working very well. My intention is to learn how to develop Web based applications using SAP Web Dynpro.

From SE80 , I create an object under the tab Web Dynpro comp. / Intf.

Seems as if under View and Main I can not access the Layout Tab. I have the following message

Can’t reach this page

• Make sure the web address http://vhcalnplci:8000 is correct

Perhaps there is a configuration setting I need to install or configure in order to activation this facility.

I need help.

It seems you need to activate services from SICF.
