I am getting a Paging Overflow Error when attempting to repeatedly call function module MATERIAL_SAVE_CONFIGURATION. Has anyone else encountered this problem.

Well your (or more likely server's) memory is used and too little is free. If that dump would not be brought by this FM, then some other could do the same. Maybe increasing of system parameters would do it's job. (I do not have that FM in my system, so can't check, what it does)
