Ldap server cannot execute operation (053)

I am trying to set up a program to create new accounts in AD.  I am using the sample program z_test_spldap_receive program and as you know it uses the spldap_receive_attributes function module.  I am getting a 053 error (ldap server cannot execute operation) and it is giving me that error on the ldaprfc_add fuction module.  After debugging the program it seems to skip right over the it and after trying to look at it in my system it appears to be missing.  where is this function module located or is it some type of configuration that I am missing?   This is an ecc 6.0 enhp 5 system and I am able to log on with a service acount using the program or the ldap transaction.  I just can not create or modify an account.
