Issue in workflow

I have a query in Shopping cart workflow,After the approver approves the shopping cart the workitem shows error as method SETRELEASED cannot be executed and Error changing to status RELS, System status INCM is active.I have seen the code in this method but unable to found why the error was occurring.

Can anyone please let me know the cause for this error.

Errors :

Workflow cannot be restarted in status ERROR

Error handling for work item 000001188722

Work item 000001188722: Object 2100179617 method SETRELEASED cannot be executed.

Error changing to status RELS, System status INCM is active.

Is it technically possible to change the Status to RELS when System status is INCM?<br />

Also I think Forum would be right forum to ask this Question.
