Is there any way to find out what all are the SAP programs changed due to recent service pack? I dont want to go thro OSS release note.

You can find the details in service marketplace for the support pack. SAP lists OSS notes that are getting applied and Object list that are getting changed.

Objects changed list will help you identify direct impact where as you will need to find indirect impacts by checking the wherused for the object list.
