IPCONFIG Transacation

Hello everyone, I am a portal administrator working with our basis person for configuring CTS+ for transporting portal content and have run into a problem, in that transaction 'IPCONFIG' "display/create logical port" is missing. Can someone tell me what need to be installed on dual stack to obtain this transaction?

This transaction exists on the ABAP stack, and is LPCONFIG, not IPCONFIG.
