What is the use of this FM IDOC_CCMS_OPEN used in the program RSNASTED?

Hi...

It creates statistics(CCMS Computing Center Management System ) records for IDoc.

Whenever a IDOC is getting created / processed, the details have to be maintained for monitoring aspects. The administrators of the system need to know what is happening with the system and that is exactly why every IDOC needs to maintain the relevant data.
