WE19 tcode is the Test tool for IDOC. You can put a break-point in the correspond inboound or outbound function module for that IDOC and debug it.

why u wants to debug outbound idoc?

You can find the function modules in the partner profile or you can find the user exits for generating idoc , then set the break point.

actually my problem is i dont know the outbound program name & i searched user exit but cant get anything.
