How to create table infotype

Hi, I want to create a table infotype.

I follow SAP help document,

1st time, create a structure HRI9xxx, and run t-code PPCI, input 9xxx, infotype name, and click create. Then select table infotype, and languague depended, at last click create. System tell me

Infotype 9xxx cannot be created.
Please look at the following log.

2nd time, after reading log, I find it is said PT9xxx does not exist, so I create a new structure PT9xxx, and create again.

The same error message also show out.

Could you tell me how to create a new table infotype?

And what relationship between HRIxxx and PTxxx?
