my client doesn't want to invest in ADS license so i just wanted to know is it possible to create Adobe forms without installation
ADS server . We are not going to create interactive forms as of now. Pl advise.

Your Adobe for are store in XML format inside SAP, but when you requestion a print, SAP send this XML to the ADS server and it convert into PDF.

If the requirement is to just generate PDF file , you can create script/smartform and convert spool into PDF.

To my knowledge it's not possible to print Adobe forms without installing ADS server. I'm not sure if you can create the forms without ADS. However, even if it's possible, there is really no point in creating an Adobe form if you can't print it.
ADS needs to be installed separately on Java stack. But as far as I know ADS is included in basic license cost if you use it just for printing. Only interactive forms require additional license. That's from my experience, nevertheless make sure to check that out with your license broker.
I'd advise to get started with Adobe forms and ADS as more and more forms delivered in standard by SAP are developed in this technology. Both SAP Script and Smart Forms are getting obsolete, Adobe forms are the way to go.
