Is there a Transaction for management of Function Groups?

Yep....SE80. Pull down the listbox to "Function Group". Enter your function group and hit enter.

Or you can goto Se37 > Goto > Function Groups >

Also SE37 from menu GOTO > FUNCTION GROUPS > (pick an option)

or SE84 and choose Program Library > Function Groups
