Function CUPR_DEL_VAL for user input characteristics

Hello ABAPers, is anyone familiar with the function CUPR_DEL_VAL.  I attempting to call this function for a user input characteristic from a configuration point and the value is not getting deleted.  The records that have AUSP-ATAUT = '7' "procedure" are getting deleted but not the values that are listed AUSP-ATAUT = space.  Any help or guidance would be much appreciated.
