How do you restrict bank account in this transaction to a specific bank account.

Hi Maritza,
If you want to restrict access to GL accounts then you need to look into auth object F_BKPF_BES
As with lots of other examples of auth group restriction, this check is only performed if there is an auth group against a GL account (configured in FS00). To force a check on the auth group, you need to maintain this field for all relevant GL accounts.
Please note that this will have an impact on many transactions related to GL accounts and you may potentially have to review a good number of roles to assess any further changes that you need to make.
