Execute module file open permission

I'm using method  cl_gui_frontend_services=>execute to open a jpeg file.

But there is always a pop up to get permission to open the file. Is there any way to prevent the pop up to open  ?

When I try any kind of file it asks this:

You need to click the HELP button.
This will provide you with the SAP GUI help.
In the security settings you can define rules so that it will not ask for permission each time.

It is not popping the message from the method! I think you can check the GUI settings suggested by Darryl.
