Hi Rajani,
FIBF events are Business Transaction Events
This activity describes how you can connect additional components (such as in the form of function modules developed yourself or a product from an external software provider) to the standard R/3 System.
FQEVENTS enable you to influence the flow of processes in the relevant places and to realize additional checks and additional activities. They are like user exits where user can add his own function module.
Hope this will help you to understand the difference.

just an addistion,
FQEVENTS is only active in module contract accounting and used for the respective business processes which use heavily customer-specific add-ons.
