Does anybody have a flow chart, visio diagram, questionnaire or process for evaluating the complexity of development work?

(We all do it in our heads; the challenge is committing what's up there to paper)

Complexity measurement depends on several factors.

if you are developing a transaction like number of screens, no of fields on screens, no of table contols we have, business logic etc.
