Enable the Flag

Dear Experts,

In QM01 ,we have Flag  Function text 'Refuse Approva'l  with code 'GNAB' and Icon 'ICON_REJECT'

According to me,this will used for rejected the notification.

But in my case this flag is disable and i want to enable this flag.

Please guide me how to enable this flag.
