Edit BRF+ in prod directly (2 apps method)

Hi experts I have a BRF + application define as customizing storage type.

I want to maintain a decision table that is included in my app, directly in a production system.

After I searched the subject I understood that there are 2 methods to do this.

1. Application Exit - I prefer not to use it.

2. Creation another application as master data storage type that through him I would like to edit my decision table from customizing app.

I need help on how can I implement the second method.

If I create the second application (the master data one) on production, how can I use it to edit the customizing application that developed in the dev system? Thanks a lot for the helpers !!!
