Disable Modification Assistant

How can I disable the Modification Assistant?

We use SAP version 4.7.

In the program goto <b>EDIT->Modification operations->Switch off assistant.</b>

but the menu option for switching off the assistant is not active. Is that a problem of permissions? Or should we do anything else to activate this option?
