Difference Between IE01 and EQUI_CREATE in IBIP Transaction?

Hi Experts,

I have a requirement regarding the data transfer in PM module. I found a standard transaction which does most of the data transfer .

But i have a query as , why are there two structures and transactions for creating equipment?

And also can any one help me out to build the test data file for equipment creation and functional location creation?

How to build the test data file in the format accepted by the transaction?
