Do you tried to created text in local class (of global class ) with Eclipse and ADT? For me it it not working.

No error at my side. My class is assigned to a modifiable transport request. Strange that it says R3TR PROG ZCL...===CP, it should mention R3TR REPT ZCL...===CP (and if it's only the class, it would be R3TR CLAS ZCL...) Maybe the error is because your class is not assigned to a modifiable transport request and there's a bug. What is your ABAP backend version? On premise or cloud?

NB: I have eclipse 202109 too.
