Thanks for your reply. It is not the steps but the permission of the user who creates it. Any idea?

Hi John,
you need the "CREATE SCHEMA" system privilege (see chapter 4.1.4.2.1 of http://help.sap.com/hana/sap_hana_administration_guide_en.pdf).
