I want to know whether it is possible to have the Copy client with Customization & Master Data but no transaction data to be copied in new client .

Yes it is possible to copy clients with customization and master data.

Just select the appropriate profile while doing the client copy.

I think the profile SAP_UCUS will fulfill your need.
